Hak Pilih Dari Liang Kubur

   

Jayapura,- ENS, Pelaksanaan Pemilihan Gubernur (Pilgub) Papua akhirnya digelar pada hari ini (29/01/2013). Sebelumnya pelaksanaan Pilgub sempat tertunda selama hampir 2 tahun, disebabkan oleh proses hukum dalam rangka menetapkan status Barnabas Suebu yang ingin mencalonkan diri untuk kali ketiga.

Sementara itu, kelompok-kelompok di Papua yang berseberangan dengan Pemerintah Indonesia, telah menyerukan aksi boikot terhadap Pilgub Papua. Seruan boikot yang disampaikan melalui situs www.melanesia.com menilai bahwa Pilgub Papua tidak akan menyelesaikan konflik yang terjadi di Tanah Papua. Kepolisian Republik Indonesia (Polri) dan Tentara Nasional Indonesia (TNI) mengerahkan sebanyak 16.863 personil yang terdiri dari 5.726 anggota Polri, 1.033 anggota TNI, dan 10.554 anggota pelindung masyarakat (Linmas) untuk mengamankan pelaksanaan Pilgub pada 7.116 tempat pemungutan suara (TPS) yang tersebar di 29 Kabupaten/Kotase Provinsi Papua. Sementara persiapan KPUD belum terlaksana secara maksikmal, sehingga masih terdapat beberapa kekurangan dan kekeliruan.

Berdasarkan pemantauan dan informasi yang diterima ELSHAM Papua, pelaksanaan Pilgub mengalami penundaan karena logistik Pilgub belum sampai. Pelaksanaan Pilgub di kampung Mapia dan Masyai Kabupaten Supiori terpaksa mengalami penundaan, disebabkan oleh terbakarnya kapal yang mengangkut bahan logistik Pilgub pada 28 Januari 2013. Pilgub di kedua kampung tersebut rencananya akan dilaksnakan pada 31 Januari 2013.

Mekanisme pendaftaran calon pemilih tidak berjalan baik. Pada beberapa TPS, dilaporkan bahwa sejumlah warga tidak terdaftar sebagai pemilih. Yohanis Kasamol warga Kwamki Baru yang berdekatan dengan TPS 100, mengaku tidak terdaftar sebagai pemilih. Sementara Thomas Wanmang menyampaikan bahwa hingga pukul 11.00 kotak suara belum tersedia di TPS. Dari Kota Jayapura dilaporkan, seorang ibu rumah tangga memprotes Kelompok Penyelenggara Pemungutan Suara (KKPS) di TPS 26 Kelurahan Vim karena namanya tidak tercantum dalam daftar pemilih padahal dirinya telah menetap selama 3 tahun di wilayah tersebut.Sementara dari Kelurahan Angkasapura, Jayapura, informan ELSHAM melaporkan bahwa terjadi pengerahan massa oleh kandidat tertentu dengan menggunakan beberapa unit kendaraan roda 4 untuk melakukan pemilihan suara di TPS yang tersebar di kelurahan Angkasa, padahal para pemilih tidak terdaftar pada TPS bersangkutan.

Relawan ELSHAM di Nabire melaporkan bahwa KPPS masih menggunakan data pemilih tahun 2009 sebagai daftar resmi. Lukas Marey, ex-coordinator pos Kontak ELSHAM Nabire, masih dicantumkan sebagai pemilih, padahal beliau telah meninggal dunia pada 9 Maret 2010. Lukas terdaftar sebagai pemilih dengan nomor urut 318 di TPS 03 Kelurahan Sanoba, Distrik Nabire, Kabupaten Nabire.

Relawan ELSHAM di Biak melaporkan bahwa pelaksanaan Pilgub berlangsung aman. Berdasarkan pemantuan dari Biak Timur hingga kota Biak, pelaksanaan berlangsung cukup lancar. Namun ada beberapa warga yang mengeluh karena namanya tidak tercantum dalam daftar pemilih. Warga di kampung Parai dan Manswam menyampaikan bahwa mereka tidak menerima undangan dari KPPS, sehingga tidak diperkenankan untuk memilih. Salah seorang warga Kelurahan Waupnor Biak Kota yang tidak ingin disebutkan namanya, menyampaikan bahwa dirinya tidak diperkenankan memilih karena tidak memiliki kartu pemilih. “Saya sudah tinggal lama disini, tapi nama saya tidak ada dalam daftar pemilih. Selain itu, saya melihat antusiasme warga di TPS 06 Kelurahan Waupnor tidak terlalu banyak. Saya amati bahwa dari sebanyak 513 pemilih, hanya sekitar 200-an pemilih yang menggunakan hak pilih mereka,” pungkasnya. Beberapa warga yang tidak dapat memilih karena tidak terdaftar adalah: Paulus Mambrasar (55), MetuKadiwaru (58), AwiIndorwai (38), Sonny Wamaer (27), Ferry Swabra (47), Richard Wamaer (25), Robby Sangaji (28), Michael Mambrasar (20), Fredrik Rumbiak (22), Ina Ap (25), Tommy Ayer (24) dan Poppy Ayer (22).

650 Prajurit TNI Berangkat ke Papua dengan KRI Banda Aceh

When five world-class surfers travel to New Guinea in search of undiscovered waves they found themselves "Isolated".


The new surf movie directed by Justin LePera has evolved to an important human rights cause for the people of West Papua. The crew traveled to the highly dangerous "No Media Zone" to shoot the film.

Through their interactions with the indigenous people's they encountered, who often spoke about topics that could endanger their lives, the team uncovered a dire human rights situation and deadly conflict in the region.

The West Papuans message is now heard in the world and "Isolated" plays a very important role.
"We were exposed to the human rights situation in West Papua during filming and I knew this project had become much more important than your average surf film", explains Ryan Phillippe, narrator and executive producer.

Brittany Snow, Leven Rambin, Jeb Corliss, Curren Caples, Greg Hetson, Jack McCoy and many others have been helping spread the word of the West Papuans over the world.

The Australia West Papua Association congratulates the Melanesian Spearhead Group (MSG) on the official launching of its Silver Jubilee celebrations in Port Vila on the 28 January. We also congratulate the MSG on its past successes and on it’s increasing importance around the Pacific region.

Joe Collins of AWPA said “the MSG showed its visionary policy in supporting the people of Kanaky (New Caledonia) to be a member of the MSG represented by the Front de Liberation Nationale Kanak et Socialiste (FLNKS).

We now urge the MSG to show the same support for the people of West Papua”.

We believe the MSG can play an important role in helping facilitate dialogue between representatives of the West Papuan leadership and the Indonesian Government. The West Papuan people have been calling on the international community for years to support such dialogue as a way of solving the many issues of concern in West Papua.

We urge the MSG to support those representatives of the West Papuan people involved in the self-determination struggle being granted full membership at the next MSG Summit to be held in New Caledonia (Kanaky) in 2013.

Investigations into Papua shooting ongoing



The military and police say they are still investigating the recent shooting of fishermen leaving four killed and three other injured in Indonesia’s West Papua.

The Chief of the Cendrawasih Military Command Major General Christian Zebua told the ANTARA news agency they are still in the process of finding suspects and the motive behind the shooting.

He said the military and police are looking into the possibility of involvement of military or police members.

He said they do not condone murder what ever the reason or motives, adding, the military is taught to protect the people.

He promised to act firmly against any military men found involved in the shooting at the village of Waigama on the island of Papan, the regency of Raja Ampat.source: rnzi

Indonesian abuse in Papua highlighted by media freedom group

The group, Pacific Freedom Forum, says the killing, beating, abducting and jailing of journalists in Indonesia’s West Papua region remains the most immediate issue in regional affairs.

The group says ongoing suppression of freedom of expression under Indonesian rule often involves violence against news media.

The Pacific Freedom Forum’s chair, Titi Gabi, says well documented allegations of killings and torture depict medieval levels of brutality by Indonesian security and ad-hoc militia forces in West Papua.

Ms Gabi says the ongoing violence against citizens makes a mockery of Indonesia pretensions towards democracy, adherence to international law, and the peaceful majority of the world’s biggest Muslim nation.

She says there is also concern over Indonesia security forces infiltrating Papua newsrooms and planting fake stories.

Reporters Without Borders ranks Indonesia in terms of press freedom in 146th place on a list of 179 nations.
